George Fonderson

FOUNDING PARTNER AND CHAIRMAN

George is a Fulbright Scholar and founding partner of the firm. He is a Certified Public Accountant accredited in Washington DC, USA, a Chartered Professional Accountant accredited in Ontario, Canada and a Certified Information Systems Auditor. He holds an MBA in Finance and International Business from the American University in Washington DC, USA. Additionally, George is a member of the Liberian Institute of Certified Public Accountants, the Institute of Chartered Accountants of Ghana and the Institute of Certified Public Accountants of Kenya. He has been in professional practice over the last 30 years.

George served as Managing Partner of the firm from its inception in 1992 until 1996. Commencing in 1995 when the firm entered an alliance with Deloitte Consulting West Africa (DTCWA), George took up a series of senior roles in Deloitte’s international network. He served as Director of Operations of Deloitte & Touche Consulting (Liberia), Board Member and Head of Operations of DTCWA (based in Ghana), Education Coordinator for Africa (based in South Africa), Regional Coordinator for Africa (based in South Africa), Partner-in-Charge of Enterprise Risk Services in East Africa (based in Kenya) and Firm Director at Deloitte Canada (based in Toronto). During this period, he was privileged to represent the Africa region on Deloitte’s Risk Management and Information Technology Committees for the Europe, Middle East and Africa (EMA) Region.

In 2012, George returned to involvement in professional practice in Liberia, spearheading the process of the firm’s admission as a full member firm of the Baker Tilly International network. He is currently Chairman of Baker Tilly Liberia, providing oversight on the firm’s strategy and international alliances.

George has been actively involved in a number of professional organizations and, over the years, has presented or served as a professional resource-person at various professional forums, in several countries. He has served on the Editorial Board of the publication, Finance and Accounting Policy Pro Manual (FAPP), published by First Reference and CPA Canada. Additionally, he has been a lecturer at the College of Business and Public Administration, University of Liberia and is past Secretary-General of the Liberian Institute of Certified Public Accountants (LICPA). He remains keenly involved in the development of the accounting industry in Liberia, and currently chairs and/or serves on several of the Institute’s standing committees. He has been a member of the Technical and Standard Setters Forum of the Pan African Federation of Accountants (PAFA). George is a past Vice President of the Liberian Business Association and, in 1994, received the association’s Distinguished Personality Award for his contributions toward the development and enhancement of Liberian business initiatives.

Arthur Fumbah

PARTNER

Arthur is a Mason Fellow and holds an MPA Degree in Public Financial Management from Harvard University’s Kennedy School of Government. He is also a Chartered Accountant and member of the Institute of Chartered Accountants of Ghana, as well as a Chartered Tax Practitioner. Arthur has been in professional practice for over 25 years and has gained deep experience in both Liberia and Ghana.

Between 2008 and 2011, Arthur served as Deputy Minister for Expenditure and Debt Management at the Ministry of Finance, Republic of Liberia. Prior to serving in the public sector, Arthur was Manager for Audit and Taxation at VOSCON (Liberia), Baker Tilly Liberia’s predecessor firm. Arthur joined the firm at its inception in 1992 and, in 1996, was sponsored by the firm to study and qualify as Chartered Accountant in Ghana. He spent a number of years on secondment to Deloitte & Touche (Ghana), when VOSCON (Liberia) was associated with Deloitte. Arthur also obtained useful industry experience while in Ghana, serving as General Manager for Finance at the Margins Group of Companies for a period four years (2000-2003).

Arthur was involved in major public financial management reforms in Liberia including the Direct Deposit Scheme, automation of the budget execution process, development of the comprehensive Public Financial Management Law and the accompanying regulations, the comprehensive Chart of Accounts, the Internal Audit Strategy, the Debt Management Strategy and the adoption of the Cash Basis International Public Sector Accounting Standards.

Arthur is past President of the Liberian Institute of Certified Public Accountants (LICPA). He was Liberia’s representative on the Examination Harmonization Committee of the Accounting Technician Scheme for West Africa and the Committee of the Accountancy Bodies of West Africa (ABWA) responsible for the adoption of Internal Financial Reporting Standards and International Public Sector Accounting Standards.

Arthur has been an adjunct lecturer in accounting, auditing, taxation, financial management and public sector finance at the University of Liberia, Stella Maris Polytechnic, the Liberian Institute of Certified Public Accountants. By appointment of the President of Liberia, he has served as a Board Member of the Liberia Institute of Public Administration.

Mozart Carney Bernard

PRINCIPAL

Mozart is an accomplished professional with an MBA degree in Public Accountancy. He is a Certified Public Accountant, licensed to practice in five separate jurisdictions in the United States, including California, Virginia and the District of Columbia. He obtained his MBA from New York’s St. John’s University in 1991, serving as the Class Marshal for that University’s Graduate School of Business. He has been a member of the American Institute of Certified Public Accountants since 1995, serving that Institution’s Journal of Accountancy, as an Editorial Advisor since 2009. He has been in professional practice since 1990. Mozart also holds a BBA undergraduate accounting degree, having been in his undergraduate Institution’s Honors Program over his four years there, graduating a General Mills Scholar.

Mozart spent more than eighteen years with Mitchell & Titus, LLP in the USA, serving as a Partner for ten of those years. At one time, Mitchell & Titus was a member firm of Ernst & Young, Global Limited, a big-four global accounting network. After leaving Mitchell & Titus, he joined a respected regional CPA firm, as the head of that firm’s audit practice. During his time with that firm, Mozart led the firm’s effort to dramatically improve its quality control systems and independent per-review results. Apart from his audit client-service responsibilities, Mozart has held Partner level responsibilities on Internal Audit, Management Consulting, Advisory and Due Diligence engagements. He has served Fortune 500 companies, US Government agencies and quasi-government entities, not-for -profit organizations, as well as a variety of US corporate interests.

Mozart has served on numerous not-for-profit boards and bodies charged with governance. These include service as the head of audit for the Episcopal Diocese of Washington, a member of the Finance Committee of the Diocese of Washington, and Treasurer and Board Member of the Diocese’s Collington Life Care Center.

Over his career, Mozart has led advisory and audit projects as Engagement Partner for numerous organizations, including the Smithsonian Institution, United States Postal Service, Verizon Communications, United States Department of Transportation, the National Capital Revitalization Corporation, the District of Columbia Water and Sewer Authority, the National Oceanic and Atmospheric Agency, the National Teachers’ Union and the United States Civil Rights Commission. In Liberia, he has served a variety of organizations including the Central Bank of Liberia, the Ministry of Finance and Development Planning and the John F. Kennedy Memorial Medical Center.

Mozart has also served in Cash, Operations Management and Internal Audit roles for organizations involved in financial services and asset-backed lending. He previously served as a national Director of Finance for an entity operating in fifty US states.

Samuel Mensah

MANAGER

Samuel Mensah is a Chartered Accountant, certificated by the Institute of Chartered Accountants of Ghana. He holds a First Class Bachelor of Commerce Degree (BCom) in Accounting from the University of Cape Coast in Ghana, as well as a First Class Higher National Diploma-HND in Accounting from Accra Polytechnic. Additionally, Sam holds certificates from the Association of Chartered and Certified Economists (ACCE) in Project Management, Strategic Management and Information Technology.

Sam is a member of the Liberian Institute of Certified Public Accountants (LICPA) and the Liberian Institute of Tax Practitioners (LITP). He is a member of the Institute of Chartered Accountants, Ghana (ICAG), the Institute of Internal Auditors – Ghana (MIIA), and an associate member of the Chartered Institute of Financial and Investment Analysts, Ghana (CIFIAG). He holds a certificate in International Financial Reporting from the Association of Chartered and Certified Accountants (ACCA).

Sam is a Manager at Baker Tilly Liberia, and coordinates the activities of the firm’s team of managers and senior staff accountants. This team of professionals provides supervisory leadership to the firm’s various client-service groups.

Prior to joining Baker Tilly Liberia, Sam served in various finance roles in Liberia and Ghana, including a period of service as Finance and Operations Manager at Lind-Lind Enterprise. He also worked at Sidems (GH) Ltd in Accra as Accounting and Administrative Officer.

Sam is a lecturer in Accounting, Financial Reporting, Taxation and Fiscal Policy under the LICPA Examinations Program. He has also served as Senior Research Assistant at the Department of Accountancy of Accra Polytechnic, and as a part-time lecturer at St. Clement University College and Stella Maris Polytechnic in Monrovia.
