Dr. George Fonderson

FOUNDING PARTNER AND CHAIRMAN

George is a Certified Public Accountant accredited in Washington DC, USA, a Chartered Professional Accountant accredited in Ontario, Canada, and a Certified Information Systems Auditor. He is founding partner of the firm, and its current Board Chair. As a Fulbright Scholar, George studied finance and international business in the USA, and holds a Doctorate in Business Administration. Additionally, George is a member of the Liberian Institute of Certified Public Accountants, the Institute of Chartered Accountants of Ghana, and the Institute of Certified Public Accountants of Kenya. He has had an active professional career as an international business consultant, audit professional, strategic advisor, and educator for more than 30 years.

George was previously a Partner at a Big-4 accountancy firm and held senior roles in the firm’s international network, including Director of consulting operations (Liberia), Board Member and Head of West Africa consulting operations (based in Ghana), Education Coordinator for Africa (based in South Africa), Regional Coordinator for Africa (based in South Africa), Partner-in-Charge of East Africa Risk Management Services (based in Kenya) and Firm Director (Canada). During this period, he was privileged to represent the Africa region on the network’s Risk Management and Information Technology Committees for the Europe, Middle East and Africa (EMA) Region.

George has been a lecturer at the College of Business and Public Administration, University of Liberia and is past Secretary-General of the Liberian Institute of Certified Public Accountants (LICPA). He has chaired many of the Institute’s standing committees and remains keenly involved in the development of the accounting industry in Liberia. He has been a member of the Technical and Standard Setters Forum of the Pan African Federation of Accountants (PAFA) and has served on the Editorial Board of the publication, Finance and Accounting Policy Pro Manual (FAPP), published by First Reference in Canada. George is a past Vice President of the Liberia Business Association and, in 1994, received the association’s Distinguished Personality Award for his contributions toward the development and enhancement of Liberian business initiatives. George is a member of the Board of Empowerment Squared (Liberia).

As Chairman of Baker Tilly Liberia, George oversees activities relating to the firm’s strategy and international alliances.

Arthur Fumbah

PARTNER

Arthur is a Mason Fellow and holds an MPA Degree in Public Financial Management from Harvard University’s Kennedy School of Government. He is also a Chartered Accountant and member of the Institute of Chartered Accountants of Ghana, as well as a Chartered Tax Practitioner. Arthur has been in professional practice for over 25 years and has gained deep experience in both Liberia and Ghana.

Between 2008 and 2011, Arthur served as Deputy Minister for Expenditure and Debt Management at the Ministry of Finance, Republic of Liberia. Prior to serving in the public sector, Arthur was Manager for Audit and Taxation at VOSCON (Liberia), Baker Tilly Liberia’s predecessor firm. Arthur joined the firm at its inception in 1992 and, in 1996, was sponsored by the firm to study and qualify as Chartered Accountant in Ghana. He spent a number of years on secondment to Deloitte & Touche (Ghana), when VOSCON (Liberia) was associated with Deloitte. Arthur also obtained useful industry experience while in Ghana, serving as General Manager for Finance at the Margins Group of Companies for a period four years (2000-2003).

Arthur was involved in major public financial management reforms in Liberia including the Direct Deposit Scheme, automation of the budget execution process, development of the comprehensive Public Financial Management Law and the accompanying regulations, the comprehensive Chart of Accounts, the Internal Audit Strategy, the Debt Management Strategy and the adoption of the Cash Basis International Public Sector Accounting Standards.

Arthur is past President of the Liberian Institute of Certified Public Accountants (LICPA). He was Liberia’s representative on the Examination Harmonization Committee of the Accounting Technician Scheme for West Africa and the Committee of the Accountancy Bodies of West Africa (ABWA) responsible for the adoption of Internal Financial Reporting Standards and International Public Sector Accounting Standards.

Arthur has been an adjunct lecturer in accounting, auditing, taxation, financial management and public sector finance at the University of Liberia, Stella Maris Polytechnic, the Liberian Institute of Certified Public Accountants. By appointment of the President of Liberia, he has served as a Board Member of the Liberia Institute of Public Administration.

Samuel Mensah

SENIOR MANAGER

Samuel Mensah is a Chartered Accountant, certificated by the Institute of Chartered Accountants of Ghana. He holds a Masters Degree in Accounting from the University of Ghana, a First Class Bachelor of Commerce Degree (BCom) in Accounting from the University of Cape Coast in Ghana, and a First Class Higher National Diploma-HND in Accounting from Accra Polytechnic. He is a member of the Liberian Institute of Tax Practitioners (LITP) and the Chartered Institute of Tax Practitioners (Ghana).

Additionally, Sam holds certificates from the Association of Chartered and Certified Economists (ACCE) in Project Management, Strategic Management and Information Technology. He has many years of working experience in the fields of accounting, auditing and taxation, both in Liberia and Ghana.

Sam is currently a Senior Manager at Baker Tilly Liberia, an independent member of Baker Tilly International. He is a Group Leader at the firm, in charge of managing client service (both audit and tax) for a portfolio of more than thirty five (35) clients. Prior to joining Baker Tilly Liberia, he served as Accountant at Abranata and Sons Inc. in Monrovia. In Ghana, Samuel worked with the Lind-Lind Enterprise as Finance and Operations Manager. He also worked at Sidems (GH) Ltd in Accra as Accountant and Administrative Officer.

Sam is a member of the Liberian Institute of Certified Public Accountants (LICPA), a member of the Institute of Chartered Accountants, Ghana (ICAG), a member of the Institute of Internal Auditors – Ghana (MIIA), and an associate member of the Chartered Institute of Financial and Investment Analysts, Ghana (CIFIAG). He holds a certificate in International Financial Reporting from the Association of Chartered and Certified Accountants (ACCA) and is a candidate for the final level qualifying examinations of the Chartered Institute of Cost and Management Accountants (CIMA-UK). He is a member of the Ghana Institute of Management - (GIM) and an associate member Association of Certified Fraud Examiners (ACFE).

Sam is a lecturer in Accounting, Financial Reporting, Taxation and Fiscal Policy under the LICPA Examinations Program. He was involved in producing the first batch of home–grown professional accountants in Liberia, through the examinations scheme. Samuel has also served as Senior Research Assistant at the Department of Accountancy of Accra Polytechnic, and as a part-time lecturer at St. Clement University College and Stella Maris Polytechnic in Monrovia. He has participated in a number workshops and conferences on private and public financial management in Ghana and Liberia.
